Monitoring has been switched to a monitoring system in California; the issue with the IP for the management portal has also been resolved.

Recently the primary monitoring node had a network outage. We're working on moving the service to another newer host with proper redundancy in the network setup.
While working on this, the IP used for the management portal stopped responding outside the network of the platform provider; we're working with them on that and in the meantime moved the portal to another IP that appears to work.
